- Develops, analyzes plans, organizes, provides technical direction, reviews, revises, and evaluates course material for instructor led classroom and self paced web-based learning performance support systems. Interventions include projects in occupational subject matter areas and include the development of prototype and other novel performance support tools.
- Negotiates with all levels of management regionally and nationally to secure resources for each project. Provides technical oversight, direction and guidance to team members assigned to interactive media and course development project. Provides input to supervisor on team member performance.
- Consults with business unit contacts to determine purpose, audience, and scope of assigned projects. Analyze user tasks, business processes, job performance studies, and needs assessments to determine training solutions.
- Determines sources of information, suitability and educational adequacy of materials and methods; analyzes previous course evaluations and determines the best methods of presentation for the complete course/module.
- Gathers, analyzes and interprets study results and student performance data to devise/ revise education objectives, methods and materials. Design evaluative methods to measure effectiveness of training and materials; analyze evaluations and make recommendations for changes.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE GRADE 9: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in education and training techniques and methodology for development of courseware, and communication techniques to present and deliver instruction and training; Experience with various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Experience with techniques for converting regulatory and procedural language into readily understandable terms, and training systems and computer-assisted training applications. OR Master's or equivalent graduate degree in a field of study that demonstrated the knowledge, skills and ability necessary to do the work. OR Two (2) full academic years of progressively higher level graduate education in a field of study that demonstrated the knowledge, skills and ability necessary to do the work. OR LL.B. or J.D., if related. OR A combination of qualifying graduate education and experience as described above. SPECIALIZED EXPERIENCE GRADE 11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with education and training techniques and methodology for development of courseware; Experience using Instructional methods and communication techniques to present and deliver instruction, and various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Experience with web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; training systems and computer-assisted training applications such as ELMS and SABA, and automated systems to provide technology-assisted training support; Experience in analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations. OR Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR Three (3) full years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR LL.M. if related OR A combination of qualifying graduate education and experience as described above. SPECIALIZED EXPERIENCE GRADE 12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with education practices, and techniques to develop complete training and support courses; Experience with performance support tools to plan and direct the development system components including on-line help and computer based training; Experience with web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; Experience with training systems and computer-assisted training applications and automated systems to provide technology-assisted training support; Experience in analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations in resolving complex/novel problems, and with statistical analysis techniques to analyze data, draw logical conclusions, and develop logical information. Experience with negotiation methods and conflict resolution techniques to collaborate in a team environment; and oral and written techniques to develop course material and prepare and deliver briefings.
AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment .
