The menace of corruption attacks the foundation of democratic institutions, slows economic development and contributes to governmental instability. Hence, the words of Smt Pratibha Patil that “Corruption is the enemy of development, and of good governance” hold more weight today than ever before. Inquiry into the impact of corruption on the development process of the nation presents a detailed picture of a socio-political-economic-administrative roadblocks that can be analyzed as follows: Loss of wealth due to corruption and siphoning away of taxpayers’ money leave little to spend in the social sector. Many development projects cannot be finished or are delayed for decades because of red-tapism, corruption cases raising the expenditure. Moreover, out of pocket expenditure by the poor to get things done creates a vicious cycle of poverty. Corruption in the social sectors like PDS, health and education schemes lead to demographic disadvantage. It misdirects developmental strategy from decentralized, directed projects to big-budget projects on account of crony capitalism. At one time, bribe was paid for getting wrong things done but now bribe is paid for getting right things done at right time. This is corroborated by the fact that as per the India Corruption Survey 2019, 51% of the respondents admitted to paying bribes. It is not limited to government authorities but can be seen in private sector as well, for instance The Satyam scandal Recently, our Prime Minister, Narendra Modi asked Indians to embrace the “Panch Pran”(five vows) by 2047 when the country celebrates 100 years of independence. The first vow, he said, is for India to become a developed country in the next 25 years To achieve this goal there is a need for windfall reforms in each and every section of the system to fight the menace of corruption. Every aspect of governance must be improved for efficiency, economy, and effectiveness.

There should be enhanced transparency in the financing of election campaigns and political parties. Public servants once recruited should be subject to codes of conduct, requirements for financial disclosures and disciplinary measures. Governance reform including Digital India projects like Government e- Marketplace must be implemented. Enactment of the right to service act. E. Rajasthan social accountability bill must be done. As Transparency International chairman Delia Ferreira Rubio says, “People’s indifference is the best breeding ground to the corruption”. Citizen empowerment is a basic need in the fight against corruption and for a developed nation India against corruption movement of 2011 was not the last fight as we have seen and it cannot be either. Although India has legislated enough laws to deal with corruption but mere enacting anti-corruption laws are not enough. Citizens are the base of a democratic polity and their vigilance is the cement that holds it together. Following steps are required to empower the citizens and make the government accountable for its performance: Reforms in bureaucracy: Simplifying the disciplinary proceedings and strengthening preventive vigilance within the departments to ensure corrupt civil servant do not occupy the sensitive position Objectivity in performance evaluation and linking pay and promotion to it Electoral reforms: Banning the cash donation to political party and imposing limits on the overall expenditure of the political parties Empowering ECI by giving legal force to MCC and making paid news a criminal offence

നമ്മുടെ ധാർമ്മികമൂല്യങ്ങൾ അതിവേഗം മാറ്റങ്ങൾക്കു വിധേയ മായിക്കൊണ്ടിരിക്കുകയാണ്. പോക്കറ്റടിച്ച കള്ളൻ യാത്രാക്കൂലിയി ല്ലാതെ വിഷമിച്ചുനിൽക്കുന്ന പണത്തിന്റെ ഉടമയ്ക്ക് ടിക്കറ്റെടുത്തു കൊടുത്താൽ പോക്കറ്റടിക്കാരനെ മാന്യനായി പ്രഖ്യാപിച്ച് ആദരിക്കു വാൻ വട്ടം കൂട്ടുന്നവിധം മാറിയിരിക്കുന്നു നമ്മുടെ ധാർമ്മികമൂല്യം. പൊതുഖജനാവിൽനിന്നും പൊതുധനം മോഷ്ടിക്കുന്ന ഭരണാധികാരി പണം തിരിച്ചടച്ചാൽ ആദർശധീരനായിമാറും. സ്വീകരണയോഗങ്ങളും ധീരതയോടെ നയിച്ചോളാൻ ലക്ഷംലക്ഷം പിന്നാലെയുണ്ടെന്ന മുദ്രാ വാക്യങ്ങളുമുയരും. അയാൾ സത്യസന്ധനായ ഒരു മനുഷ്യനാണ്, കാശുകൊടുത്താൽ കാര്യം സാധിച്ചുതരും എന്ന മട്ടിൽ എത്തിയിരി ക്കുന്നു നമ്മുടെ ധാർമ്മികമൂല്യത്തിന്റെ പുതിയ ധാരണ. ഇതാണ് പൊതുപ്രവർത്തകരെപറ്റിയും ഓഫീസ് ജീവനക്കാരെപറ്റിയുമുള്ള നമ്മുടെ മതിപ്പ്. സത്യസന്ധത എന്ന വാക്കിന്റെ നിർവ്വചനം മാറിപ്പോ യിരിക്കുന്നു. സമൂഹത്തിന്റെ അടിതൊട്ടു മുടിയോളം അഴിമതിയിൽ മുങ്ങിത്താണിരിക്കുകയാണ്. അഴിമതിക്കു പല മുഖങ്ങളുണ്ട്. കൈക്കൂലി ക്കാണ് ജനകീയത. മറ്റൊരു രീതിയാണ് സ്വജനപക്ഷപാതം. സ്വന്ത ക്കാർക്കായി അർഹരായവരെ തഴയുന്നു. അനർഹരായവർ ആനുകൂ ല്യങ്ങളും തൊഴിലും നേടുന്നു. കൈക്കൂലി, കരിഞ്ചന്ത, കള്ളക്കടത്ത് തുടങ്ങിയവ യെല്ലാം അഴിമതിയാണ്. 

കൈക്കൂലിക്കും അഴിമതിക്കും കാരണങ്ങൾ പലതാണ്. താഴേ തട്ടുകളിൽ നടക്കുന്ന കൈക്കൂലിക്കു പ്രധാന കാരണം ദാരിദ്ര്യമാണ്. അതിനു മുകളിലുള്ളത് പണക്കാരനാകാനുള്ള അത്യാർത്തിയാണ്. മറ്റൊന്ന് വ്യക്തിത്വമില്ലായ്മയാണ്. അന്തസ്സും നാണവുമില്ലാതെ മറ്റൊ രുവന്റെ പണം കൈവശപ്പെടുത്തുവാനുള്ള വ്യഗ്രത. സ്വന്തം കർത്തവ്യം മറന്നുള്ള വൃത്തികെട്ട അത്യാഗ്രഹം. ഇവയിൽ ആദ്യത്തെ ഒഴിച്ച് മറ്റെല്ലാം ധാർമ്മികമായ മൂല്യച്യുതിയുടെ ഭാഗമാണ്. സദാചാരപ്രമാണങ്ങൾക്ക് ഇത്തരക്കാർക്കുമേലുള്ള സ്വാധീനം നഷ്ടപ്പെടുന്നതാണ് ഒരു പ്രധാന കാരണം. ഇത്തരം അധാർമ്മിക പ്രവർത്തനങ്ങൾക്കു ദൈവശിക്ഷ കിട്ടുമെന്ന ഭയം അവർക്കു നഷ്ടമായിരിക്കുന്നു. ദൈവംപോലും കൈക്കൂലി വാങ്ങുന്നതായി അവർ ന്യായം കണ്ടെത്തുന്നു. ഇവയ് ക്കെല്ലാം ഉപരിയായി നിലവിലിരിക്കുന്ന രാഷ്ട്രീയസംവിധാനമാണ് ഇത്തരം ദുഷിച്ച പ്രവണതകൾക്കു പ്രചോദനമാകുന്നത്.

താഴെ തട്ടിലുള്ള അഴിമതിക്കു പ്രധാന കാരണം ദാരിദ്ര്യമാണ്. ഒരു പാവപ്പെട്ട ശിപായിക്കു ലഭിക്കുന്ന ശമ്പളം അയാളുടെ നിത്യജീവിത ത്തിനുപോലും തികയാത്തതായിരിക്കും. കുടുംബജീവിതവുമായി ബന്ധപ്പെട്ട് അയാൾക്കു നിരവധി ആവശ്യങ്ങളുണ്ടാകാം. അപ്പോൾ രണ്ടു ചിന്താധാരകൾ മനസ്സിൽ രൂപപ്പെട്ടുവന്നേക്കാം. കുടുംബത്ത പട്ടിണിയിലേക്കു തള്ളിവിട്ടുകൊണ്ട് സത്യസന്ധനായി ജീവിക്കുക എന്നതാവാം ഒന്നാമത്തേത്. മറ്റേത് ശമ്പളത്തിനു പുറമേ ആവശ്യക്കാ രിൽനിന്നും കൈക്കൂലി സ്വീകരിക്കുക എന്നതാവും. തീർച്ചയായും അയാൾ രണ്ടാമത്തെ വഴി തിരഞ്ഞെടുക്കും. സാഹചര്യമാണ് ഇത്ത രക്കാരെ അഴിമതിക്കു പ്രേരിപ്പിക്കുന്നത്. 

ഉയർന്ന തട്ടിലെ അഴിമതിയുടെ പശ്ചാത്തലം ഇതിൽനിന്നും ഭിന്ന മാണ്. ഇവിടെ പണത്തിനായുള്ള അതിമോഹമാണ് അഴിമതിക്കു പ്രരിപ്പിക്കുന്നത്. പണാധിപത്യമുള്ള ഒരു സമൂഹത്തിലാണ് നാം ജീവി ക്കുന്നത്. പണത്തിനു മീതേ പരുന്തും പറക്കില്ലെന്നാണ് ചൊല്ല്. അപ്പോൾ വളഞ്ഞവഴിയിലൂടെ കൂടുതൽ പണം സമ്പാദിച്ച് സമൂഹത്തിൽ പണ ക്കാരനായി മാറാനുള്ള ആവേശമാണ് ഇതിനു പിന്നിലുള്ളത്. അധികാ രവും സ്വാധീനവും ഉറപ്പിക്കാൻ പണമാണ് ഒരേയൊരു മാർഗ്ഗം എന്നു മനസ്സിലാക്കി അതെങ്ങനെയെങ്കിലും ഉണ്ടാക്കാൻ ശ്രമിക്കുകയാണ്.

പൗരബോധമുള്ളവനും ആദർശവാനുമായ ഒരാൾക്കു മാത്രമേ ഇത്തരം പ്രലോഭനങ്ങളെ അതിജീവിക്കുവാൻ ആവൂ. അഴിമതി ഒരു രാഷ്ട്രത്തിന്റെ ശാപമാണ്. സമൂഹത്തെ പിന്നോട്ടടിക്കുന്ന ദുഷിച്ച പ്രവണതയാണ് ഇത്. സർക്കാർ ആനുകൂല്യങ്ങളും സേവനങ്ങളും മറ്റു സംവിധാനങ്ങളും സാമാന്യജനങ്ങൾക്കും അർഹരായവർക്കും ലഭി ക്കാതെ പണമുള്ളവർക്കും അനർഹരായവർക്കും ലഭിക്കാൻ ഇടയാ ക്കുന്നു. ഇത് സംസ്കാരശൂന്യതകൂടിയാണ്. അഴിമതിയും കൈക്കൂ ലിയും ഇല്ലാതാക്കേണ്ടതാണ്. കഴിവും നിശ്ചയദാർഢ്യവും ആദർശവും അഴിമതിയുടെ കറ പുരളാത്തവരുമായ ഭരണാധികാരികൾ ഉണ്ടാകണം. ശക്തമായ ജനകീയ മുന്നേറ്റങ്ങൾ ഉണ്ടാകണം. പണമോ പാരിതോ ഷികമോ ആവശ്യപ്പെടുന്ന സാമൂഹികവിരുദ്ധരെ കൈകാര്യം ചെയ്യു ന്നതിൽ പൊതുജനങ്ങൾ മുന്നോട്ടുവരണം. അവരുടെ മനോഭാവത്തിൽ കാതലായ മാറ്റം അനിവാര്യമാണ്.

സാമൂഹിക ജീവിതത്തിന്റെ എല്ലാ തുറകളിലും അഴിമതി ഇന്നു പടർന്നുപിടിച്ചിരിക്കുന്നു. നമുക്ക് വിദ്യാഭ്യാസരംഗത്തെക്കുറിച്ച് ചിന്തി ക്കാം. ഉന്നതവിദ്യാഭ്യാസത്തിനു പ്രവേശനം ലഭിക്കാൻ തലവരിപ്പണം നല്കാതെ സാധ്യമല്ല. അധ്യാപകനിയമനം വേണമെങ്കിൽ ലക്ഷങ്ങൾ സംഭാവന നല്കണം. അവിടെ ഉദ്യോഗാർത്ഥിയുടെ യോഗ്യതയും കഴിവും ഒരു മാനദണ്ഡമല്ല. പണം നൽകാനുള്ള കഴിവാണ് പരമ പ്രധാനമായത്. എവിടെയും ജോലിക്കായുള്ള ലേലംവിളി നിർബാധം നടക്കുകയാണ്.

എല്ലാ പരിധിയും ലംഘിച്ചുകൊണ്ട് ഇത്തരം സാമൂഹികതിന്മകൾ വളരുകയാണ്. കൈക്കൂലി, തിരിമറി, സ്വജനപക്ഷപാതം, തൻകാര്യം ഒക്കെ സാമൂഹികസേവനത്തിന്റെ ഭാഗമാണെന്ന നിലവന്നിട്ടുണ്ട്. അഴി മതി ചെയ്യാത്ത, സ്വജനപക്ഷപാതം കാട്ടാത്ത പൊതുപ്രവർത്തകൻ ഇന്നു കഴിവില്ലാത്തവരായി കണക്കാക്കപ്പെടുന്നു. ഇതാണു സാമൂഹി കപ്രവർത്തനത്തിന്റെ പുതിയ തത്ത്വശാസ്ത്രം. രാജ്യത്തിനുവേണ്ടിയും സമൂഹത്തിനുവേണ്ടിയും ജയിലിൽ പോയവരായിരുന്നു നമ്മുടെ പൂർവികരായ നേതാക്കന്മാർ. ഇപ്പോഴും നേതാക്കന്മാർ ജയിലിൽ ആകുന്നുണ്ട്. പക്ഷേ, അത് സമൂഹത്തിനുവേണ്ടിയുള്ള പോരാട്ടത്തിന്റെ പേരിലല്ല. മറിച്ച്, അഴിമതിക്കേസ്സുകളിൽ പ്രതികളായാണ്. വേലിതന്നെ വിളവു തിന്നുകയാണ്. തമ്പുരാൻ കട്ടുതിന്നാൽ അമ്പലവാസികൾ അടങ്ങിയിരിക്കുമോ? എന്തായാലും കാര്യങ്ങൾ ഇങ്ങനെ മുന്നോട്ടു പോയാൽ ഡൽഹിയിൽ ഉയർന്ന ചൂല് രാജ്യത്തെ ജനങ്ങൾ മുഴുവൻ കൈയിലെടുത്തെന്നു വരാം. അതൊരു കലാപമായി മാറിയേക്കാം. പൊതുരംഗത്തെ അഴിമതി ഒരു ആഗോളപ്രശ്നമാണെന്നു പറഞ്ഞു തടിതപ്പുന്നവർ സൂക്ഷിക്കുക.
